Rescue & Relief Operations:

World's biggest rescue and relief operations employing 50 helicopters which generated about 19,000 sorties, started within hours of the occurrence of the earthquake.

  • People Initially migrated to Camps (Oct 8th 2005-ending March 2006): 116,512.

  • No of Camps established: 220.
  • The following commodities and relief were distributed:
      1. 855.2 tons of medicines.

      2. 1.91 million blankets and 76,962 tons of ration

      3. G.I sheets: 6.00 million Nos.

      4. About 0.400 million Tents were provided to the affectees.

      5. All primary and secondary roads were opened and communications was restored.

  • Averted additional deaths from exposure to severe climatic condition, hunger and disease.
  • The relief goods provided by the NGSs/ Civil Society are uncountable.
  • Repatrized to their original locations: 93,575.

Rural Housing - Status

  • 90% affectees under Semi / Permanent shelters.
  • 40% have started Reconstruction of permanent houses.
  • Earthquake resistant building designs approved and disseminated.
  • Construction of housed using NESPAK prepared wooden structure designs also disseminated.
  • 70,000 persons trained in reconstruction skills.

Issues and Challenges

  • Development of Muzaffarabad and Bagh Towns would require highly competitive Management to complete the highly challenging task.
  • Man Power Availability- Managers, Engineers, Skilled & Unskilled labor not available.
  • NESPAK Capacity- required to be raised.
  • Capacity of Engineering Department.
  • Raising the capacity of all stakeholders/ Institutions.
  • Quality of construction as per Selsmic Design/ Specifications to be ensured.
  • Progress on construction of Houses to be accelerated.
  • Activities related to Urban Housing to be expedited.
  • Availability of construction material on affordable prices when Reconstruction work will accelerate.
  • Process of preparation of PC-1 documents, their approval and implementation to be expedited.
  • Technical sanction of engineering estimates expedited.
  • Quality of construction of Public Sector's infrastructure would require efficient monitoring.
  • Alternate joint M&E System.
  • VRCs not fully institutionalized.
  • The pressing demand from Muzaffarabad Urban dwellers to expedited preparatory work required for allowing the Construction of Private Houses.

Converting Earthquake into Opportunity

  • Investment to the tune of Rs. 125.203 billions.
  • Increase in economic activity industries flourished.
  • Increase in employment opportunities about 1.00 million jobs annually.
  • Improved standard of infrastructure of social sectors i.e.; Education and Health with latest facilities e.g. New Campus of AJK University, All Akbar Awan high school etc.
  • Skill training (70,00 No Trained) increase in household incomes.
  • Housing construction technology improvement.
  • Effective planning/thinking.
  • Urban Settlements with modern facilities wide roads, green areas, amenity buildings etc.
  • Direct interaction with international community.
  • Collaboration with international donors- Socio-economic change.
  • Massive reconstruction- administration got activated.
